Old Catholics include several small local churches that have separated from the Roman Catholic church. Old Catholics are a Christian denomination organized in Munich in 1871 by Roman Catholics who protested the dogma, proclaimed the previous year by Vatican Council I, of the personal infallibility of the pope in all ex cathedra pronouncements (see Infallibility). The development of the internal organization of the sect occupied the congresses held at Freiburg in the Breisgau, 1874; at Breslau, 1876; Baden-Baden, 1880; and Krefeld, 1884; as well as the ordinary synods. The very radical liturgical, disciplinary, and constitutional ordinances adopted in the first fifteen years gradually convinced even the most friendly government officials that the fiction of the Catholicism of the Old Catholics was no longer tenable.
